The definition of the use cases and the characterisation of the flexibility resources has started in the Portuguese Pilot.

TECNALIA (FUNDACIÓN TECNALIA RESEARCH & INNOVATION) is currently supporting EDP LABELEC in the definition of the use cases to be demonstrated in the Portuguese Pilot, located in the Port of Sines, as well as in the analysis and characterization of the potential flexibility that could be provided by the manageable resources installed at that site.

Five target applications have been defined in a preliminary assessment including participation of the aggregated flexibility on different operation and planning activities.

  • The first case study represents the basis for the following ones because it is aimed at checking the correct implementation of the platform tools and certifying the data exchange between services in a real-time flow and its storage.

  • The second one is focused on optimizing the day-ahead energy schedule of the flexible resources according to different criteria, including cost and/or CO2 emission minimization.

  • The third and fourth ones will test the contribution of the flexibility to the network operation, by providing flexibility to the TSO and the DSO through the participation in congestion management markets and balancing services markets respectively.

  • Finally, the scope of the last one will be to perform long term planning of flexibility resources by comparing future scenarios with different assets and different optimization goals.

To estimate the potential available flexibility in an accurate way, it is essential to carry out a detailed characterization of the manageable resources.

TECNALIA and EDP are also working nowadays on the identification of the required information to be gathered from the different controllable resources installed at the pilot site. This will mainly comprise technical information and usage characteristics of the equipment, measurements about power consumption and generation, information about the IT technologies available, etc.

The manageable assets in the Port of Sines, which are installed at three different locations, are the following ones:

1) APS (the company in charge of managing the port of Sines and which holds ownership of the private distribution grid) that includes EV chargers and building climatization,

2) REN - Liquid Natural Gas (LNG) Terminal that includes LNG regasification facilities (pumps and compressor) and

3) PSA Container Terminal that includes buildings climatization, logistic transportation (cranes and RTGs) and reefers modulation.
